
Schedule a bus test
Step 1:
If you have not already done so, contact the
Altoona Bus Testing and
Research Center to obtain an information package
that contains a Contract for Testing, a Time
and Fee Schedule, and a Summary Procedure
Description. For record keeping purposes, please
make your request in writing.
Step 2:
Contact Mr. David
Klinikowski, program manager, if you have any
questions regarding the information provided in the
package.
Step 3:
Once you have reviewed the information and the bus is
ready to be delivered for testing, provide a letter to
Mr. David Klinikowski
indicating the type of bus (engine, fuel, length, etc.),
desired test date, and the service life category for
testing. The start date for testing is handled on a
first-come, first-served basis and is subject to the
availability of personnel and facilities.
Step 4:
At a date at least two weeks prior to the delivery of
the bus for testing, provide two completed and
executed copies of Contract for Testing to
Mr. David Klinikowski.
Also provide a copy of the insurance certificate.
Insurance requirements are set forth in Paragraphs 12
and 13 of the contract. Briefly, the certificate must
include Automobile Liability insurance for
$1,000,000 U.S., and Physical Damage coverage
(collision, comprehensive). Penn State University
must be included on the certificate as an additional
insured.
Upon receipt of these documents, the bus will be
added to the test schedule. The contract and insurance
certificate will be processed at Penn State and a signed
copy of the contract will be returned to the
manufacturer.
Step 5:
Contact Mr. Robert
Reifsteck or Mr.
Kenneth Defibaugh at the Altoona facility several
days prior to the day of shipment to arrange for
delivery and unloading. The bus must arrive at the
Altoona Bus Testing and Research Center (2237 Old Route
220N Duncansville, PA 16635)
between the hours of 8:00 a.m. and 3:30 p.m., Monday
through Friday.
Step 6:
At the time of delivery, provide a check for the
Manufacturer's 20 percent portion of the test fee,
service documentation, and spare parts as indicated in
the contract. The bus must be licensed for operation
over public streets.

Altoona facility manager, is the point of contact for
bus manufacturers.
