Partial Testing procedures apply for a bus model that is being produced with a change in major component(s)
if all of the following are met:
the vehicle model or a member of the vehicle model's "family of vehicles" has been previously
tested at ABRTC;
the new component(s) has been previously tested on a vehicle at ABRTC;
the installation of the new component(s) will not result in any significant structural modifications to the vehicle; and,
the installation of the new component(s) will not produce significantly different data from that previously obtained at ABRTC.
Full testing is explicitly
required only when a new bus model has not been tested previously at the Altoona Bus Research and Testing Center. During partial
testing, only those tests that affect specific components or parts of the vehicle and may produce significantly different data must
be performed. If a vehicle chassis has been tested at the Altoona facility, and is now used on a new untested model, partial
testing applies. For a vehicle model that has been tested in one category but is later purchased to meet the specifications of
another category, additional testing is required if the bus is to be used in a higher service life application.
